The San Diego Downtown Parks and Open Space Implementation Master Plan will transform community ideas  about future parks downtown. For any park master plan to serve its community well, it must excite the community, visualize the future opportunities, provide a means to invest and create the direction that will be implementable, manageable and sustainable over time.  The Implementation Plan will articulate an overall framework for maintenance, governance and finance, strategic directions, and action program to achieve this vision.
